In New Jersey motorcyclists must have a motorcycle endorsement on their driver’s license or a separate motorcycle license. Motorcycles with an engine capacity of more than 90 cubic centimeters (CCs) must be titled and registered, while motorcycles with engine capacities between 50 and 90 CCs may need to be registered, as well. Motorcyclists are required to wear a helmet approved by the state Department of Transportation. The state also recommends eye protection, a jacket, well-fitted and abrasion-resistant pants, foot wear and hand wear. In addition, motorcycles must be inspected to meet clean air and operation requirements.

In Pennsylvania, motorcyclists are required to have a class M license. Prior to being granted a license motorcyclists must apply for and receive a learner’s permit for one year. The state also recommends enrolment in the Motorcycle Safety Program (PAMSP). Upon completion of PAMSP, motorcycle learner’s permits automatically upgrade to license; motorcyclists who do not enroll and complete PAMSP are required to pass a skills test to obtain their license.

Two- and three-wheeled motorcycles with a brake horsepower rating higher than 1.5 must be registered. In addition, the state Department of Transportation also categorizes motorcycles as vehicles that have handlebars and a seat for the driver (and perhaps one passenger) and wheels that touch the ground during operation and requires these be registered, as well. Pennsylvania requires any person who operates or rides a motorcycle to wear protective headgear unless he or she is 21 years of age or older and has been licensed to operate a motorcycle for not less than two full calendar years or has completed an approved motorcycle safety course. All individuals operating a motorcycle on a learner’s permit must wear a helmet regardless of age. Protective eye wear is required, as well.
